Is it better to hide MAC address and ip address before starting recon or footprinting?
otherwise ISP is able to track unsual use of the internet as an ethical hacker or attacker.
What tools do you recommend because in the course no tools recommended maybe later

You can change your MAC address depending on your network card. But it won't hide you, just give some type of deniability.
You can hide your IP address to some extent by using proxies or a VPN but those can still be traced as some proxies/VPN's still record connections.

IP banning is something you need to look out for. Bug bounty hunters run into that quite a bit, so as @SIMON-TAPLIN stated, they will use VPNs and proxies to help alleviate that issue.
As a pentester or bug hunter, you can talk with your client to get your IP white-listed with their systems and/or CDN if blocking/banning becomes an issue during your engagement.
