Flashcard subnet question

I'm taking Network+ and working through the flashcards encounter one I wanted to question further. Let me admit upfront that I'm new to doing these calculations myself and can't say what's right, but the flashcard asks:
"Which subnet mask would you use if you have been assigned the IP address range of 116.0.0.0 and need to support 2000 subnets with 8000 hosts per subnet?" and the flashcard answer is 255.255.224.0 or /19. But my boss who is an experienced ISP and ChatGPT tell me it has to be /21, and Google seems to confirm /21.Is this a mistake on the flashcard or are we overlooking something?

This is not possible with either solution presented with /19 and /21.
2000 networks? with /21 there are 32 networks and with /19 there 8 networks. Not possible 2000 networks.
So this question with either answer is not correct. So the question, if there an answer that says "not possible." That is the right answer.The /19 works for 8000 hosts but only with 8 networks.
The /21 doesn't provide an answer for either requirement -- max of 2046 host per network and 32 networks.

Thanks for the response. I guess the question on the flashcard is off. It only lists the one answer.
