Unclear on the "correct" answer?

I was taking one of the quizzes and had the following question:
Your team is tasked with identifying a secure site for facility infrastructure for an organization. Which option represents the visibility considerations involved in this process?
a. lighting
b. types of neighbors
c. environmental controls
d. building markings and signs
e. closed-circuit television (CCTV)I looked at the book they reference as a reference in the answer and this is what it says about visibility.
"Visibility
The amount of visibility desired depends on the organization and the processes being carried out at the facility. In some cases having high visibility of the location to help promote the brand or for convenience of
customers is beneficial. In other cases a lower profile is desired when sensitive operations are taking place. When this is the case, the likelihood of eavesdropping from outside the facility through windows should be considered. Considering common areas is also important. If possible, these areas should not be isolated or darkened. Place them in visible areas with lighting to discourage crime. Such areas includes hallways, parking lots, and other shared spaces."The "correct" answer says it should be options b and d. But I cannot say I understand why. The only way I can make those two the answer is if I consider that lighting, environmental controls and CCTV are all some sort of control which means those are things that could be implemented after a site is selected. I assume though that I could just remove the building signs and markings after site selection as well but I cannot change the types of neighbors.
Is this just a really badly worded question or am I just thinking about this wrong?

Hi Doug! Yeah - again - an overly difficult question...but I think you nailed what the author was thinking. They are shopping for a secure site. So on the initial analysis, it would be things like who are the neighbors and what is the signage like.

The real problematic one is "lighting" since this could be checked out in the initial analysis.
