I can't understand why am I facing the described error

Hey All,
I have noticed the following during the installation of webmin.
The main goal am trying to accomplish is to use the offline package managers in both Ubuntu and CentOS to install Webmin and the following has been noticed after downloading the Webmin package and the dependency using the the apt/yum commands.Ubuntu:
$sudo apt install perl
Shows that I have to use the following command in order to continue the installation
$sudo apt --fix-broken install $sudo dpkg -i webmin
Results : Everything is working fine.
CentOS:
$sudo yum install perl $sudo rpm -i webmin
Results: Webmin still requires Perl to be installed as a dependency although it has been installed.
- Why is Ubuntu throwing that fix error?
- May I know why isn't Webmin getting installed even though the requested dependency has been installed using yum ?
- Could you please tell me how to resolve the above errors ?

Webmin has some additional dependencies beyond just the core Perl package. The error indicates your are missing the "perl(Encode::Detect)" dependency which is not installed by default with Perl. Try running the following command to see if it resolves your issue:
yum -y install perl perl-Net-SSLeay openssl perl-IO-Tty perl-Encode-Detect
