MS-101 Endpoint Policies Priority and "not configured"

if you have two policies but the policy with the higher priority has a setting that is "not configured" does the secondary policy then supersede? In other words does the higher priority win regardless, therefore the setting remains 'not configured' and the lower one not get applied at all? That's my thinking but wanted to confirm if anyone knows this.

When you set a custom policy, that will end by taking priority over a default policy (e.g., the one that isn't set). When there are no policies, then default policies apply apply unless overridden by a higher policy.
