VM's Server Clustering Question

I have a question. The other day I was working in an environment where the two Hyper V servers are clustered but at the same time they are standalone servers. In Hyper V server 2 there was 2 servers which one of them was not responding. Since that server was stuck, we decided to restart the whole server. We gracefully shutdown the working VM. However when Hyper-V server two came back on the VM's disappeared. After a while another tech told me that they were clustered and that the VM's were in HyperV server 1. Why did the Vm's disappeared from Hyper V server 2? Also I was able to see the cluster file and I was the local admin since is a standalone. Why when I tried importing the cluster I go an error that I did not have permissions? Which video from the library could help me understand why this issue happened?

If there is shared storage that clustering servers use. it could be that it didn't attach immediately when that server came back up and the VMs are on the shared storage, it might be why they disppeared from the rebooted server. "When I tried to import the cluster I got an error that I did not have permissions." You might have to be the Hyper-V administrator or cluster admin etc and not just a local administrator. I'm not sure how the servers are in cluster but also standalone servers. Sorry, you terminology may be confusing me. I would check error logs, that would give you more of a clue of when things locked up and possibly why it did.
