storm-control command

Is the storm-control command on Cisco's switches only available on layer 3 switches?
I have a virtual environment running and to my surprise the storm-control command was missing. I am thinking it's because the IOSv is based on a layer 2 switch image. All my real switches are layer 3.
If you guys have some layer 2 switches around could you check to see if this command is available?

I see storm-control available on the 2950 and 2960 switches running 12.2.
If it's missing in the virtual lab environment, it's because the virtual cannot emulate the Layer2 switching since each port on runs on ASICS which cannot be effectively emulated because it's proprietary.

That makes sense. Just out of curiosity are there any commands that are Layer 2 switch only and not available on a layer 3 switch?

I believe the port security commands may not be available and creating vlans using
switchport access vlan
There's possibly more than this but I know those right off the bat .
