EIGRP is Cisco only?

I am watching episode 3.4 "routing protocols" for the CCNP route course. You guys mention that EIGRP is Cisco only. I had heard that Cisco opened EIGRP so it's open source. But I read Cisco's FAQ that said " Cisco is releasing the basic EIGRP to the IETF as an Informational RFC. This includes all the information needed to implement EIGRP, and its associated features, including High Availability (HA)."
So Cisco still controls EIGRP but anyone can use it?

It is recently now open to other vendors.
Yes, as good of a protocol as it is, it's never been a popular implementation.
