With limited amount of resources, It is about the scope of work, availability of subject matter expertise, and scheduling of studio and resources, and course development time. It may be difficult to understand, not many DBAs want to teach about DB, they want to build it and optimize for a specific business case. The demands we've seen in the past were not so much about generic database skills, except for Transact-SQL but really about building for a business case. So install base doesn't constitute a demand, unless there is an actual demand.
